No, not in the anime.
This is not confirmed, but heavily implied.
First:
The anime gives Nana Ebina more screen time with Taihei Doma than with Kanau Kongou.
This already hints at the relationship between Nana Ebina and Taihei Doma (with many shared moments and clues).
Second:
In the anime, there is an episode where Umaru Doma, Taihei Doma and Kirie Motoba play “The Game of Life”.
In the game, Taihei Doma becomes a chef and opens a restaurant named after himself.
He marries a woman who clearly looks like Nana Ebina, but the face is not fully revealed, and they apparently get three children.
Third:
There is a spin-off manga called ‘Akita Imokko! Ebina-chan’.
This manga is only about Nana Ebina’s personal life and backstory.
In one chapter, Nana Ebina actually confesses her love to Taihei Dome on the last page, but Tomas’ response remains unknown and is not further clarified in the next chapters.
Until then in the last chapter, there’s a 10-year time skip.
On the last two pages of the manga we see Nana Ebina, who works in a restaurant called Taihei, with her presumed husband, whose face is also not revealed.
Just like in the anime episode with the “The Game of Life” game.
The manga page even references that the name of the restaurant looks like it would be in the game “The Game of Life”.
So if that’s not a clear hint, I don’t know either.
Forth:
Others say it could be Nana Ebina’s brother as he is also a cook in a restaurant and has different eyes, which we can’t compare because the eyes are not revealed.
But if we just compare the hairstyle of Taihei Dome and Koichiro Ebina, we immediately notice whose hairstyle is more similar to the man on the manga page.
So if we combine all four facts, we can pretty safely assume that:
It is quite obvious that the husband of Nana Ebina is Taihei Dome.

‘Himouto! Umaru-chan’ is a cheerful and humorous anime about two siblings, Umaru Doma and her big brother Taihei Doma, who live together.
Umaru Doma has 2 personalities.
One is the beautiful and intelligent classmate.
The other is a lazy otaku who bums around at home playing games, watching anime and reading manga while eating potato chips, chocolate and other sweet snacks.
Taihei Doma is a hard-working man, and when he is at home, he does the housework.
Most of the time he cleans after his little sister Umaru Doma and takes care of her.
The two siblings have a wholesome and heartwarming relationship.
But sometimes I found Umaru Doma’s second personality a bit irritating and too spoiled.
Romance plays only a small role in ‘Himouto! Umaru-chan’ and is rather kept in the background.
There are only a few small romantic sweet moments here and there, but nothing really spectacular.
